Too many chapters?

Question:

Since I've formatted a collection of poems, and each "chapter" is really a poem heading, should a chapter always begin at the start of every page? Many poems are only half a page long.

Response:

Find appropriate places in your collections of poems and declare the collection divided up into part 1, part 2, and part 3. Use the part name for the header and for the ToC. Your document will then have a three part ToC and won't end up with a ToC entry for each page.

The goal is to exercise your command over the document markup tool, so we may have to modify the source document in order to show our skills.
